The biggest problem confronting homeowners with removing wallpaper is not "how it was hung" but on what surface was it hung.

The interiors of fairly new homes often receive sub-standard painting during construction. In particular, primer and top coats are often thinned. This results in walls being poorly prepared for the application of wallpaper. When removing wallpaper at a later date, inevitably part of the paint will also be removed. The wall will have to be skimmed and primed before final coats of new paint can be applied.."
